About EASy / EASyng

EASy™ has been designed to link New York City long-term care facilities with the New York City Medicaid Assistance Program Unit (MAP) to process and track Medicaid eligibility cases electronically. Fifty-four (54) nursing homes and a dedicated unit within MAP are currently using this process, initiated in 1995. Tens of thousands of forms, including new applications, recertifications, status changes and financial changes have been processed using EASy™ .

EASy™ has replaced a cumbersome manual process with leading technology developed by Bluemark that automates the creation, submission, and processing of all types of Medicaid application forms.

The nursing facility worker enters demographic and financial data into the appropriate electronic form on EASy™ , and uses high-speed document imaging to scan the documentation supporting the application data. The forms are electronically submitted to the Medicaid office to be reviewed by the Medicaid eligibility specialist.

EASy™ facilitates the efficient submission of applications by ensuring their proper format, prompting the financial interviewer to report the appropriate data and documentation, while automatically date stamping the receipt of each application.

The Medicaid eligibility specialist views an organized, edited, uniform presentation of all of the information necessary to render a Medicaid eligibility decision. EASy™ “walks” the worker through the processing of the application, allowing the worker to access appropriate supporting documents at the touch of a few keys to verify the data reported by the facility.

EASy™ also interfaces with the New York State mainframe legacy system (WMS), so that inquiry and clearance information is available to the Medicaid office worker during the eligibility determination review. Since all of the information needed to process the case is on EASy™ , this interface drastically reduces data entry time and ensures data accuracy.

All cases submitted to the Medicaid office via EASy™ remain on the system indefinitely and are automatically tracked throughout the eligibility determination process. Both the nursing facility and Medicaid office have instant access to the status of cases.

All communications are via electronic mail, including decision notices as well as any other correspondence that may be necessary.

This highly successful project has led to a dramatic improvement in turn-around time for Medicaid application processing. This has provided cost savings to New York City, cash flow improvements for the nursing home facilities, and a greater sense of confidence among the long-term care residents and their families who are seeking assistance.
