Project Bread developed an innovative, technology-based solution to improve access to food stamp benefits.  The idea is a simple three-step process: 

  • Establish a website to provide clear, thorough, and up-to-date information about the Food Stamp Program.
  • Create a consumer-friendly online application.
  • Work with community organizations that offer computer access in low-income neighborhoods to make the online information and application accessible to eligible families without computers.
It is particularly important to allow people to apply for food stamps at community-based organizations rather than state offices because it removes several of the main obstacles to enrollment.  People can apply in their neighborhood at an agency where they routinely seek services.  People can apply without missing a day of work.  And people can apply with greater privacy and less stigma.

The online application links Project Bread with community-based organizations, including schools, community health centers, social service agencies, job training programs, and emergency food providers.  These sites were chosen to reach a diverse group of people that are eligible for food stamps.  The partner agencies committed staff to observe and assist clients as they completed the online application.

The website also offer Spanish-speakers/users an easy and confidential way to learn, in their primary language, if they are eligible for this federal food benefit. Site visitors can access the information at home, in community centers, health centers, libraries, or community technology centers. Providing easy access for even more of the population in need.
